You can partially achieve this by copying SPQ questions into an event, however you can only do this 100 participants at a time. First invite 100 suppliers to the event. Second copy the SPQ questions from the library into your event. (Make sure you include participants responses during the copy). This will then allow you to use the Event Export/Import to export the attachments.
I would encourage you (and anyone else) to submit an enhancement to track this issue.

Is it then necessary to publish the Event in order to download attachments? I did not publish it and went to the Event Overview where I saw "Download All Supplier Attachments" under Actions button. But I received "There are no Supplier Attachments to download". The only place where I can see participant responses is the Content tab when editing the Event. From this place I can use the "Excel Import" function, but it does not export supplier attachments.
Can you please advise where to find the Event Export/Import function you are talking about, or is it necessary to publish/close the Event first? Is there any chance how to prevent suppliers from receiving notification after publishing the Event?

No it is not necessary to publish the event. Go to the Content step in the Event Editing Wizard. Then click on Excel Import->Upload a File From Desktop. Then click on the link "Click to download existing attachments into a Zip File"
Your solution you tried doesn't work because suppliers have not submitted responses. (Which you don't want them to do anyways)
I am sorry for coming back so late.
I also tried the procedure you described in your last comment but unfortunately the result includes again only attachments which are added by buyer, not by suppliers. I checked that suppliers attachments exist as I was able to see them in the Content step when the value in the Display field is "Initial Values".
