Came across an effective approach for print spend management. This company established agreements with four primary print suppliers. Contract acts as the ceiling price. Each print purchase initiates an RFQ to all four suppliers who can elect to offer more aggressive pricing and service levels based on their available capacity and eagerness to win the business.
