how do you know if you're saving enough?

This year my Indirect Purchasing Dept saved 7% on our $60M of targeted spending....our VP says "OK, you saved more than last year, but how do I know that you are performing at best in class, middle of class or worst in class, compared to other Indirect Purchasing teams?"  does anybody have any benchmark info on Indirect Savings goals (Indirect means commodities like MRO, office supplies, facilities, construction etc--all items that support the plant but are NOT related to the products we sell)?

further, anybody want to benchmark processes, cycle times, buyer experience, or other indirect centric metrics?   if so please email me and thanks for your help....
