When you click on "Actions", instead of clicking "Export Data", click "Configure Export":
In the next screen, choose one of the two options that contain "Excel2007" and click "Export Data".

Thanks Tristan, my colleague has been pursuing this matter with Ariba.
We have been informed that there’s a difference between how Ariba communicates with Excel 2010 and with Excel 2007.
A fix is scheduled for 12s1, which will arrive around Feb of 2012.
Hopefully this will resolve the situation for all Excel 2010 users. Until then, the 64k limit will still occur.
My company is using On-Premise and our limit is at 40,000 with Buyer 9r1. Is there a fix for the On-Premise users?

if you're on-Premise and your limit is 40k, its probably that your parameter is set as this.
you have 2 parameters
Application. Analysis. ExcelRowLimit
Specifies the maximum row exported to Microsoft Excel when Microsoft Excel version ealier than Microsoft Excel 2007 is used. (default value is 64k but probably it has been changed in your case)
Application. Analysis. ExcelRowLimit2007
Specifies the maximum row exported to Microsoft Excel 2007.(default is 1 million)
