In version 11s2 (which I use), you can upload the following sourcing content: Lots, Line Items, Table Sections, Question, Section, Requirement, Attachments from desktop, Attachments from Library & Content from Library.
In this case, as the BOQ is in a Excel document, you can use the "Attachments from desktop" option (provided you have the document on your system). Follow these steps to attach the document:
1. Log in to Ariba and open the respective Sourcing project and then the respective event (RFI / RFP / Auction).
2. Navigate to the 'Content' page and click on 'Add' and then select 'Attachments from Desktop' option.
3. On the following page, browse for the document, enter a description and click on 'Done'.
