Firstly you cannot create a condition without a value for a field (Department). However, if you select a value for field (Department) then it is possible to fulfill your requirement.
You can use Document choice functionality for full project template only
Steps to create Document Choice:-
1. Go to Document tab in your full project template
2. Action-->Create Document Choice
3. Enter Name & Description
4. Select 'Event' for Type Field
5. Under Add Choice area add your template A & B. Define condition for both the template.
Now, while creating a event you will only find the template under document choice which satisfy the condition.

We can do this. You need to create the conditions with any of (is equal to, is in list, is not equal to, is not null, is null, is child of) and associate it to the template overview->Conditions

I have tried with the above setting; created condition at template overview - set field department is not null and published. However, the template still appears when department is null while creating event (here it is auction).

Did you associate the condition to the “Condition” field in the template overview section? Unless you associate the condition to the template overview, its would not have any effect on visibility. Its just defining the condition.

I tried the above, it worked in the different way. The template is still showing but after selecting that template Ariba is showing system error.
Need to check with Ariba technical team I guess.
